AIA Pipeline is proven, but unpolished.
What follows is working software.
Draw the works: excavation, NDD, a new crossover.
Every encroachment and severity recalculates as you draw.
The recommendation is yours: accept it or revise it.
Ray-casting: encroachment is the radial shadow cast by the works: a measurement of area, as per AS 4970-2025, over the ground actually taken out of service rather than the ground the works sits on.

Once a tree is being retained, the plan has to say how.
The fencing traces the works: it holds the root zone boundary where
the works is clear of it, and follows the works edge where it is
not.
